Chief O'Gratin

Chief O'Gratin was a no nonsense kind of person who disapproved Toad as much in the present as he has disapproved of Toad's father n years past. There was a huge sign at the edge of the village which read:

 "On behalf of the Village, I would like to welcome to our Community. I think you will find that the Village is a friendly, safe and enjoyable area in which to live or go to school. Our culturally, socially and demographically diverse environment is something that residents find to be very satisfying and rewarding.
 "The Village Police Department is dedicated to improving the quality of life of all residents by enhancing public safety through positive, cooperative interaction with our community and with other public and private agencies.
 "We are a highly active and visible police force. A primary goal of our agency is to conduct ourselves in such a manner that we inspire public trust and confidence. Every person who deals with our department will be treated fairly, professionally and equally.
  "The Village has some unique laws and ordinances, which all local residents should familiarize themselves with. A listing of these laws are posted here for your review. Again, I would like to welcome you to the Village, and if you have questions or need to contact me for any reason, stop by my office weekdays, my door is always open.

below which, in weather stained paper, were nailed the Village Ordinances. 

Cheesy, as he was known (such are the vicissitudes of those with the name of O'Gratin in a small village, though some went so far as to suggest that the Chief had curdled), let it be known that there was a warrant out for Toad for "breach of the peace".

The word from Cheesy was that Mole and Toad had been "fooling around" and that Mole would be also be apprehended for aiding and abetting Toad. All assumed that Cheesy was making it all up (especially since no one ever talked to Cheesy.) But that was life in the Village.

Rat was keeping Mole out of the way anyhow (as they were plotting to free Toad from the clutches of Dr. Williams) and keeping Toad away from Cheesy was just the order of the day much of the time.
